[PATCH] btrfs-progs: Fix device scan to interpret its argument properly

Fix the following bug.

  ================================
  # btrfs device scan -- /dev/sdb
  ERROR: not a block device: --
  ================================

It should work as follow.

  ================================
  # ./btrfs device scan -- /dev/sdb
  Scanning for Btrfs filesystems in '/dev/sdb'
  ================================
