   As far as I'm aware, they are, but must be under 100 kB. Multipart
HTML messages are definitely not allowed, though. There's a link on
the page you reference (to [1]), which gives the basic rules on emails
sent through vger, and that links [2] to a more detailed FAQ on the
subject.
