[ANNOUNCE] libXi 1.5.99.3

This version now handles the new XIAllowEvents request size.

One bugfix: XIQueryDevice()'s class alignment was changed to line up with
sizeof(XID) to avoid a SIGBUS on some platforms where XID is 8 bytes.
