ALT-TAB switch to window never get input focus

hi List,
i'm using xfree86-4.6.0 ,

when using ALT-TAB to switch between windows,
if one have pop-up dialog,
then that dialog never get input focus,
than i have to move that window to and back from another workspace by
pressing ALT-CTRL-SHIFT-ARROW,
then the dialog will get input focus,

why?

my desktop is gnome.
