Not really, diff vers 1.11 say and 1.15,

Just because David Dawes does the checkin does not mean he did the work or
the patches are his... this file is merged from the DRI tree at:
http://dri.freedesktop.org/cgi-bin/cvsweb/dri/xc/xc/lib/GL/Imakefile

Now tell me why it suddenly grew an XFree86 Project license?
