License FAQ

I have read the FAQ and several hundred messages on this list.
Perhaps I missed it, but I did not see a single answer to one of the
most frequently asked questions of all:

    Why was this license change deemed necessary?

I humbly suggest adding this question (and its answer) to the FAQ.
