No, Xlib isn't affected.
Branden Robinson has undergone the task of reviewing all licenses
on files shipped by XFree86. He came up with a list of files that
have licenses that are GPL incompatible, while meeting the reqirements
of XFree86. He has sent his analysis to xorg_foundation@xxxxx, but 
I believe  it has been forwarded to forum@xxxxxxxxxxxx I'll dig it 
up and  send it to you in a private email.

Xlib doesn't seem to be affected, however Xlib is not the only lib
shipped by XFree86 clients link against.

The license change does affect some files in other application visible
libs, though, the most prominent being libXext, the library containing the
C bindings for a number of extensions. Among them is the XF86Misc 
extension whose license is changed to the XFree86 licenses 1.1.

which contains the diff for all the licenses changes).
