I don't quite recall the discussions about the damage extension, but 
I think something very like your damage extension will be needed so that 
applications have control over when updates occur and how the bits are 
manipulated.  What is needed for a magnification application is 'save 
unders' so that the contents of the screen obscured by the magnification 
application are available for magnification.

For off-the-spot magnification, the damage extension and the existing 
Render extension (for the scaling) are sufficient.
