I just wanted to update this request.

Someone emailed me privately with a link to the version of Imagick that 
I needed.  I don't know why they didn't respond directly to the list, 
but I'm sure they had their reasons.

I also found this site: http://www.peewit.fr/imagick/ and emailed the 
owner asking if they could post a version for IIS, which they did.
