How to make FTS3 with SQLite3 and ICU work?

I have PHP 5.3.3 with intl and sqlite3 support running. But if I create 
a full text search table:

CREATE VIRTUAL TABLE test USING fts3(text, tokenize=icu de_CH)

I get the error:
Warning: SQLite3::exec(): unknown tokenizer: icu
