I think I was looking at the wrong field in the data dump. I'm
seeing vlan tags in both directions.

With writing to vlantag1 register,

in Tx case I see the following

veth->h_vlan_proto = 0x8100

veth->h_vlan_TCI  = 2
veth->h_vlan_encapsulated_proto = 806

in Rx case I see the following

veth->h_vlan_proto = 0x8100

veth->h_vlan_TCI  = 32a
veth->h_vlan_encapsulated_proto = 806

The above was observed on arm board.

I guess it is working?

I guess so...you can ping now?

Make sure you try UDP and TCP traffic too to make sure any
checksumming issues are resolved.
