I suggest a HP ProCurve 2626, should be available at some 350 EUR.

The 2626 is good value for money, does 30-something VLANs and is very
configurable. Some options are only available through CLI management,
but the documentation is excellent.

Note that they are a bit loud, you don't want one at your desk.
