Sorry for having this wrong.

Replies should default to the list, since it does create the contacts.

I could even imagine a rule, that one is only allowed to go private, if
this was previously explicitly announced and all parties agreed.

Just hitting reply instead of reply to all and being private is a mess.

It also attracts people to try it in private, if the list is not
responsive enough and this is always the wrong way.
