Sadly, there exists no such driver. I have just finished the majority of the work for a v4l mock driver, which is nearly functional. Well, it is functional, but one needs to jump through a few hoops first. If you feel like creating a mock DVB driver, I could give you the code for this, as it would be a good starting point!
