Doesn't look too good... saa7134 can't detect the card because it doesn't have 
an EEPROM with an ID. Therefore it doesn't load a tuner, and you cannot watch 
TV. If you've also got a video input, that could work.

hardware. It's probably no use to blindly try card/tuner combinations. You 
need to get more information about the tuner. Maybe you could open the card 
and look it up. If you do so, please post ALL information about the tuner and 
the chips on the card. Unless you get information about the tuner somehow, it 
will probably be difficult. And afterwards you still need to get the GPIOs 
right...
Maybe somebody else knows more about this card ?
