Should be /dev/video* but isn't there

This is a common problem now.

I plug in a piece of hardware and it's recognised in /proc (with say,
lspci or lsusb), but there's no entry foir it in /dev.

This is something common to all hardware experiences on linux and the
latest thing to have troubles with is my

9c* kernel module USB webcam

The link between recognising the hardware and making an entry in/dev
is not clear to me.

I use udev. How can I monitor what it's doing?

(Distro is Ubuntu, 2.6.8 kernel. Tried a copy of knoppix and will try
later kernels, more detail after I figure out how the user views how
udev and the kernel interact)
