It's probably simply the fact that saa7134 is unmuted after driver
initialization.  The reason that it doesn't happen on the first boot
likely is just that there is no tv station tuned yet and the driver
automutes when there is no video signal.  If you tune to a unused
channel and then reboot it likely comes up quiet as well.
