PixelView PlayTV MPEG2/TVision TVF5533MF Tuner

I have a PixelView PlayTV MPEG2 capture card with FM and remote that I'm trying to set up.  It has a Conexant BT878A chip and a TVision TVF5533MF tuner.  I can get the card to work using composite input, but I can't get the tuner to work.

After much searching, I found that the TVision tuner is actually made by Young Mountain Electronics Co., http://www.ymec.com.tw, and I found some basic specifications for what should be a similar tuner, the TVF8531MF, at http://www.ymec.com.tw/tvf8531-mf.pdf.  I've sent a request for specs for the 5533, but haven't heard back yet.

>From what I can tell, the TVF8531 uses the Philips API, but I can't get any tuning no matter what I choose in the tuner= option.  Also, the specs seem to say the tuner defaults to address C2 unless the address pin is biased to a fixed voltage, and I think there is an empty resistor pad to ground on the address pin, but I haven't checked with a multimeter yet.  If the pad was filled, the address should be C0, but since it is not, I think it should be C2.  But when the tuner module initializes it says it finds a chip at C0.  I tried forcing the address to C2 in the module, but that didn't help either.

Does anyone have any ideas on where I should go next?  Does anyone else have this card working, or is anyone working on it?
