Oops, sorry, you already have. The device claims not to have any media present. I don't have any idea why it does this when plugged in after booting but not when plugged in before booting. Anyway, you need to force the device to be revalidated. I'm not sure when this happens automatically, but you can try forcing it to happen: echo >/sys/block/sdb/device/rescan Post a usb-storage debugging showing what happens when you do that.
