To get "include the prior post" but a new thread, you could do a regular
follow-up, but delete the References: header while editing. If you
don't usually edit headers, then you're stuck - but you could work around
by saving the current article, starting a new thread, perhaps cut-n-pasting
a Subject header, and then reading the saved article into the editor buffer,
and inserting quote characters before each line.

If the multiple articles were in different threads, you'd have a bit of
a challenge about what to put in References, although I think that one
of the successors to RFC 1036 did some handwaving about a header
called See-Also - but I don't think it's in the current Usefor WG draft.

If you're talking about including/quoting different articles in one
thread, that would be a bit easier, although you'd probably want to
chose one article as the pre-cursor for References.
