(Partly, yes.)

Many people on this list seem to say that root should be disallowed
because it is a known username, and thus subject to dictionary attacks.

Does this mean that a good cracker can always gain access to
a box if (1) he is determined enough and (2) knows some valid username?

Stated differently: will dictionary attacks always succeed?
