[ANN} SELinux Userspace Release

A new release of the SELinux userspace is available at

Changes since the last release include:

- Many makefile cleanups
- Support for tunables separate from booleans
- Various bug fixes
- Sandbox cgroup support
- Various Sandbox enhancements
- File context equivalence
- Various semanage enhancements and bug fixes
- Add semodule_unpackage

For git users this release has been tagged 20120216 in the repository on
userspace.selinuxproject.org.
