allow using network by checking MAC address

Dear everybody
I have a cisco router 3662 and I set ip policy on it that all machine in 
my network use transparent proxy, my transparent proxy is linux redhat 8 
now I want every machine in our network before using of net, I set theire 
MAC address on transparent and then they can be use from the net, and if a 
new machine with new Mac address come to our network it  cann't use form 
the net until I set it's mac address on transparent proxy.
