cisco IOS 12.x supports a command 'rate limit ...' which could limit any ip or bunch of IP's to any bandwidth one wants.

Hi
I have cisco router 2500, and I set Transparent proxy for my all users,
here i have 13 department that use from network with ip invalid, now I
want devide traffic between department, or I want use traffic shaping for
any class of ip invalid, for example :
192.168.1.1/24 64kb/s
192.168.2.1/24 28kb/s
and ...etc.
How I can do these?
P.S: I use squid proxy on linux redhat7.1
