I have compiled this plug-in for Windows.
Get it from my personnal site here:

http://jlhamel.club.fr/FILES/refocus_win_gimp2.zip

Unzip the archive and copy the file refocus.exe into the plug-ins 
directory of GIMP (forget the others files).
