Doesn't red, being a longer wavelength, inherently have less resolving power
than a shorter wavelength, i.e blue, regardless of how they are stacked on
the film?

A bit off topic, but those C-41 based B&W films seem to have finer grain the
color transparency, especially Portra B&W. Portra BW has RMS 9 grain, while
Provia 100F is RMS 8, yet the portra looks virtually grainless.
