Does the scanner manufacturer indicate you can use firewire with a WIN 
98 operating system?  Most don't, apparently, since it isn't fully 
supported pre-WinME.  Some scanner manufacturers add extra drivers  to 
make this work, but not all.

That might make your choice very easy.  Chances are the scanner is not 
USB 2.0.  It is just coming on the scene, and you will almost definitely 
need a new card, since I don't believe many desktop systems yet include 
USB 2.0 on board.

USB 1.1 is slower than what most scanners can provide in data flow, but 
not horribly.
