I suppose that Nikon can be faulted for supplying NikonScan 3.1 as a zip
file, instead of an executable. If you don't have a zip extractor, then
you'll need to install WinZip or something--but you should really do that
anyway, since zip files are pretty standard in the PC world.

But if that's not your problem, then I don't know what is. The file is
listed on http://www.nikonusa.com/usa_software_dl/software.jsp#9295 at the
end of the Windows section: "Nikon Scan 3.1 for Windows". Unzip it into a
temporary directory, run setup.exe, and it will install. When done, you can
delete that temporary directory, but keep the original zip file in case you
ever need to reinstall. No big deal.
