Try using VueScan instead of the HP software.

You can then utilize the full capabilities of the scanner.

Is your scanner hooked up to a SCSI card?
If so, make sure you have the card driver is loaded in config.sys.
That may be the reason the twain driver is not finding the scanner.
Does the scanner and the SCSI card appear in the Device Manager window?

This is assuming you are running Win98se or higher.
