Yes.  You probably have the scanner set up to scan at 16 bit (actually 
the scans are I think 12 bit, but they are translated to 16 bit).

The easiest way to check this is to look in photoshop under the 
Image>Mode menu and see if the 16 bit is checked off.

If it is, you should use that mode for all the options that Photoshop 
allows you to, like levels, brightness, contrast, color balance, hue, 
etc, because it will produce a more accurate result.  THEN, after you 
are happy with your image, convert it to 8 bit, by going into 
Image>mode> and click on 8 bit, and the arrow will end up there after 
the conversion is complete.

Then, your filters should all become active again.

Other quirks for new users to Photoshop:

Some filters and other menu items also do not work when the image is in 
CMYK mode, rather than RGB.

Your cannot convert a Photoshop image to Jpeg or Tiff, or whatever, if 
it still has layers, so you must flatten the image before you can 
convert it.
