Jim -

It sounds like you are using the "Export" selection of Photoshop 
instead of the "Save As..." dialog box.

Export is to export the older format, which is not supported by 
anyone anymore - for that reason, it was not upgraded for the latest 
version of PS - it's just included as a courtesy. Save As will allow 
you to save into the .stn format, which will do what you want to do.
