I don't think this is a valid reason.

If you follow the GNU/GNU Make/autoconf guidelines you should be able to do:

configure --prefix=/usr/local
gmake
gmake DESTDIR=/tmp/package install

Then package the files in /tmp/package.

The Samba Makefile uses DESTDIR.
