I'm checking out the latest Red Hat Release Candidate code.  One thing I
noticed was that the system shows a load average of 1.00 when the system is
idling, as opposed to 0.00 on other platforms/kernel levels/??.  Does anyone
know if this was a deliberate design change to 2.4.9, or is this a bug?
