RPM 4.8.0 configure: error:missing required NSPR / NSS header

Hi all:

    sorry to disturb you all. but i encounter some trouble on building rpm 4.8.0 source.
    if this mail is not use for this purpose, please let me know and i will change to the right place.
 
    i get the rpm source from http://rpm.org/releases/rpm-4.8.x/ and the SHA1SUM is correct.
    and when i use configure to check the need file i encounter "configure: error:missing required NSPR / NSS header"
    the following is my step.

    [step]
        #tar xf rpm-4.8.0.tar.bz2
        #cd rpm-4.8.0/ 
        #./configure
    [result]
        configure: error:missing required NSPR / NSS header

    and i refer http://lists.rpm.org/pipermail/rpm-list/2009-May/000253.html to add some NSPR and NSS header

         [step]
        #tar xf rpm-4.8.0.tar.bz2
        #cd rpm-4.8.0/
        #./configure CPPFLAGS="-I/home/XXXXX/Gaia/rpm_related_file/include"
    [result]
        configure: error:missing required NSPR / NSS header
    
      PS: 1. i put all NSS and NSPR header on "/home/hobinlin/Gaia/rpm_related_file/include" and the related files are exist on the floder
           
Could anyone give me some hint to solve this problem?
