You must be root to run it.

Reboot, and at the boot prompt, enter "linux 3". N.B. that works for
LILO; don't know about GRUB.
Alternatively, edit /etc/inittab, and find the line that says
id:5:initdefault:
Change the "5" to "3":
id:3:initdefault:
Then, reboot.

You don't want to remove permissions; you want to change them:
chmod 666 /dev/mixer
