telinit 3 doesn't work

hello folks,

I sshd to a remote machine, since i am in the sudo'ers
list i did sudo bash and then did su -

i gave the command init 3 for it to switch to level 3
since it was running at level 5 (gdm-binary running).

but nothing happens. output of runlevel is 
5 3

would appreciate some explanation and pointers to get
it working.
