The devil is in the detail again. It's not "hwconfig --list", but
"chkconfig --list".

Expected behaviour. "chkconfig" maintains the initial run-level
configuration, "service" the current status of services.

# chkconfig --list xinetd
xinetd          0:off   1:off   2:off   3:on    4:on    5:on    6:off

# service xinetd stop
Stopping xinetd:                                           [  OK  ]

# chkconfig --list xinetd
xinetd          0:off   1:off   2:off   3:on    4:on    5:on    6:off

# service xinetd status
xinetd is stopped
