stop all your firewall-rules and try it again


# service iptables stop
# mv /etc/sysconfig/iptables /etc/sysconfig/iptables-old
# chkconfig --list iptables
# chkconfig iptables off


$ grep tftp /etc/services
tftp            69/tcp
tftp            69/udp
tftp-mcast      1758/tcp
tftp-mcast      1758/udp
