no /proc/*/cmdline information in recent kernels?

This is a problem with recent kernels (2.4.18-27.8.0 and 2.4.20-8):

Has anyone else noticed this, or (more importantly) been able to
figure out exactly what is causing it?  (I've been trying to work
around it without having to revert to a kernel that contains
vulnerabilities, but so far, I haven't figured out how...)
