Unix and Linux are case sensitive; that should be swapon.

You should read up on the Linux boot process. See, e.g, Greg O'Keefe's
"From Power Up To Bash Prompt" HOWTO, available at the Linux
Documentation Project, http://www.tldp.org/. Or Eric Raymond's "The
Unix and Internet Fundamentals HOWTO", also from the LDP. Also, run
"man inittab".

find /etc/rc.d/ \( -iname "rc.*" -o -iname "[KS]*" \) | xargs grep swapon

Did you run mkswap on the partition?

Do you have the correct setup in fstab? I have:

/dev/hda6 swap swap defaults 0 0
