Rawhide hasn't been updating for a few days, reportedly due to internal
breakage at Red Hat.  It could easily be that Red Hat is waiting until
rawhide is updating again before approving more i18n accounts, or maybe
the issues with rawhide are also the same reason the i18n accounts
aren't getting approved.
