CDE is not free in any sense. Red Hat sold a version at one time, back
around RHL-5.x. currently XiG sells DeXtop v3.0 for $50

2.2.1 and CDE 2.1 and is supported in RHL 7.1, 7.2, and 7.3

one of their Xservers instead of XFree86.
Other companies once sold it too, but I think they are all gone now,
like TriTeal and MetroLink (Ok Metro still exists, but no CDE now).
