you can test the connection by shell command: 
 "ping" and "telnet"
 confirm the connection is OK

i have already used Printer Friendly Pages Generator PHP Class 1.3(http://stefangabos.blogspot.com/2008/04/php-printer-friendly-pages-generator.html) many of my project in different server. 

but now it is not working with PHP Version 5.2.17 showing following warning

failed to open stream: Connection timed out 

some of my server php value like follows 

allow_url_fopen On
safe_mode Off

but this fopen function is working for other server page

Please help me to fix this problem
