Flush php_error.log, rewrite.log etc

Is there any way to flush the logs, such as php_error.log, rewrite.log
etc?  

I am using WAMP on Windows Vista for a test environment, but the logs
don't seem to appear as soon as I would like.  

As it's a test environment, slowing down the server isn't an issue.
