character problem like åæø or AÅØ in php

[bahalul kabir <bahar_aub@xxxxxxxxx>]

Problem : character like åøæ  shows some strange char as output
Used
<meta http-equiv='Content-Type' content='text/html;
charset='utf-8' />
also set utf8 in the database

But it does not solve the problem

If is there any other way??
