Same logical check with my personal preference ;)
$toaddress = $mapping['default'];
if ( isset($city) && isset($mapping[$city]) ) { ... }

I would use this, but add a check to it.
$mapping = array(
'default' => 'default@xxxxxxxxxx',
...
);
...
if ( isset($mapping[$city]) ) {
$toaddress = $mapping[$city];
} else {
$toaddress = $mapping['default'];
}
