The photo was taken on the river running thru the city of York. Alas I don't know anyone in the picture.
England still retains many ofits 18/19 century canal system, now much restored as tourist highways - the locks therein are mostly the originals, and built narrow - so the boats are really called "narrowboats".
They can cost anything from 60K to 100K GBP for a fully fitted good one - some live on them permanently.
