open image>effects >effects browser> oil paint  (or press control+E)

on the right you'll see two images, your original on the left, the effected one on the right and under that is 'filter settings' from 0-255

either type in a number or drag the slider directly under the number..

All the default settings are set here by the slider

hit 'ok' not 'apply to original image' to create a new image.

Try it and see what the effect looks like, if you don't like it hit control+z to undo the action and try again
