limiting su

Hi,
  I'm wondering how I would go about configuring my system so as to
allow users to su to anyone except root, providing they know the
password of the target account, and allow users in the group wheel to su
to anyone including root, providing they know the password of the target
account. Any help is appreciated. Thanks very much.
