H.263 should be fine with OpenH323. I undertook some testing a while back with the Tandberg people with openH323 (CVS HEAD). The problem only was with H.261 which is still yet unresolved. The error in that case is quite different to what you described.

     I've been doing some testing with Opal - specifically with the SimpleOpal application,  and have found a problem connecting to Tandberg (model 880).  It seems if I set up a call between the two endpoints, I don't get video displayed on the Tandberg.  I get video from the Tandberg to SimpleOpal, but not the other way around.  After about 33 seconds, the Tandberg displays a message - "Temporary network failure", and the call drops.   It doesn't matter whether the call is out-bound, or in-bound, the behavior is the same. 
 
     I've tried 3 different version of the Opal code; v2.2.2, v2.2.4, and v2.3.1.  and they all exhibit the same behavior.  I am building and running on Windows XP with Visual Studio 2005.  This is the first H.323 endpoint I have seen this issue with.  I've successfully connected to several different Polycoms and Netmeeting endpoints without issue. 
 
I did a bit of digging, and I've seen a compatiblity issue mentioned in the list archive by Craig Southern and Simon Horne about the ASNParser and the  videoBadMBsCap  flag in the capabilities.  But I didn't see what the symptoms of this issue were.  Is this the same issue? 
 
One more piece of information; I enabled logging on the Tandberg during the failed calls and see a message "eventHandler Unknown  mediatype 0" repeating over and over - at roughly the video frame rate. 
 
Does any one have any information on this issue?  A cause, a workaround?  Any help would be appreciated.
